Gotham City is in the midst of utter and complete turmoil, even more then it once was as hard as that is to believe. The citizens of the dark city have been rather uneasy about their new guardian, the vigilante Batman, but have been fine with simply letting him clean the city streets of the scum that has infested it.
But now there is an even bigger threat slinking around the underbelly of the chaotic city, someone that seems to have appeared out of a child's worst nightmare. He's a murderous sociopath with a permanent grin disfiguring his face and he's out to set the world on fire just to watch it burn.
All the while the city higher ups are trying their hardest to keep their beloved city from falling completely into the hands of the crooks that inhabit it and the new threat that has taken it upon himself to create as much chaos as he can.
